Both services offer trade alerts, watch lists and some educational materials. The main difference is the price and the amount of trades that are alerted to subscribers.
Total Trading Alpha has WAY more trade alerts – several per week. Bullseye Trades only has one (albeit the BEST pick) options alert per week.

Is Jeff Bishop Legit? How Does He Win So Much?
Jeff Bishop is legit. He uses three simple indicators to maximize his chances of winning a trade. All three indicators have to occur before he will purchase an options contract or a stock.
Here are Jeff’s three green lights.
1) The $SPY is above the 200-hourly moving average
Jeff doesn’t take trades if the SPY is trading below the 200-hourly moving average. He certainly won’t ‘go long’ if this is the case!
The overall market conditions ARE important for short-term trading and Jeff respects the markets direction. This has clearly served him well over the last few years.
2) The $VIX must be below 14 to take a trade.
The VIX is a way to judge how much fear is in the market. It is a measure of the volatility.
If the VIX is higher than 14, there is a lot of fear and thus selling in the markets. This is not a good condition for making huge profits betting on stocks and options! People are selling when the fear level is high.
When the VIX is below 14 it shows traders are confident that the market is stable and will not suddenly sell-off. Often you will see the $VIX shoot up in value while the market sells off.

3) Jeff Bishops Final Green Light: Earnings Growth
Jeff Bishop uses the S&P 500 earnings growth as an indicator of when to buy dips in the highest quality stocks. Jeff Bishop looks to see earnings growth increasing because again this is another bullish signal.
